Revised dual citizenship for overseas Koreans

So Korea has been on the fence about passing laws that would make it possible for overseas Koreans to be able to hold dual citizenship. The current law is if you hold nationality elsewhere, you cannot hold Korean citizenship. There are other nuances too like if you were born there, you are at least eligible for an F4 visa and there are also proposed laws for adoptees to hold dual citizenship based on never willingly giving up their Korean citizenship. It’s a mess.
Apparently there’s a professor presenting a new paper on why overseas Koreans should be given citizenship. Of the reasons given, I like this one
“The government should ease restrictions on granting citizenship to foreign residents in Korea as well as Koreans living abroad to counter the low birthrate and an aging society, a professor said in a thesis published Thursday.”
